A safety culture is the natural consequence of the presence of human beings in the aviation system. Safety culture has been described as "the way people behave in relation to safety and risks when no one is looking." It is an expression of the way in which the management and employees of an organization perceive, value and prioritize safety and is reflected in the extent to which individuals and groups:

  • A- They are aware of the known risks and dangers faced by the organization and its activities.

  • B- They continuously behave to maintain and improve operational safety.

  • C- They can access the resources required for safe operations.

  • D- They are willing and able to adapt when faced with safety problems.

  • E- Are willing to communicate safety concerns.

  • F- Continually assess safety-related behaviors throughout the organization.

Annex 19 requires States and service providers to promote a positive safety culture with a view to fostering effective implementation of safety management through the State Safety Program or Safety System. Operational Safety Management. (Safety Management System).
